Charles Owino has replaced Zipporah Mboroki as the new Police Spokesman and he will be based in the Kenya Police Headquarters, Nairobi.
National Police service made the changes on Friday which also affected other 13 Police Officers in various categories and ranks.
Charles Owino has been in charge of security at Kisumu county Government, a position he held for one year.
He also served as a Police Spokesman during the time of President Kibaki and Prime Minister Raila Odinga; many Kenyans were impressed with his work and the way he was articulating issues.
