Under the supervision of ESARO Education Specialist (Quality), the consultant will improve the knowledge management function of the ESARO Education section.

This assignment is part of the ESARO BEGE Rolling Work Plan 2018-19 as per below:
- Activity 2 – Generate, maintain and disseminate evidence to inform CO programming, so this it supports education systems to implement SDG4
- Activities and Tasks
There are three areas of work for this consultancy:
- Develop an advanced system for capturing and reporting detailed information on ESAR Country Office Education programmes
The system would be able to capture:
- Details about Country Office Education Programmes by themes
- Details about Country Office Education Section Partnerships, especially as it relates to funding partnerships
- Anything else identified to enable ESARO to effectively support COs and support South-to-South learning.
Deliverables: i) functional system in place; ii) training manual to run system.
- Manage the transition of the Education Section knowledge assets to the new UNICEF Enterprise Content Management (ECM) platform
Strengthen alignment with corporate ICT and content management initiatives especially the new UNICEF Enterprise Content Management (ECM) initiative, which will introduce a new digital workplace and new document management system based on Office 365 and an updated SharePoint. The consultant will lead the transition to the ECM platform for the Education Section.
Deliverables: (i) successful transition of ESARO Education Section knowledge assets to ECM; (ii) incorporation of Education data resources to the ECM platform; (iii) guideline to use the new system.
- Review COs’ knowledge needs and implement responsive KM strategies
Review existing ESARO knowledge management practices, consult COs on their knowledge needs and develop, propose and implement a set of KM strategies to respond to COs’ needs. Areas that will be covered include, but are not limited to:

- Improving regional networking
- Using communication methods that are an alternative to email, Yammer, webinars
- Supporting South-to-south learning
- Enabling COs to access education research and evidence in timely ways
- Capturing and sharing best practice from COs.
Deliverables: (i) report on analysis of current KM practices and COs’ needs with recommendations; (ii) recommendations implemented to improve ESAR Education KM.
- Work relationships:
The consultant will be supervised by the ESARO Education Specialist (Quality). The consultant will have direct contact with all ESARO Education Section staff, UNICEF Global colleagues, the Eastern and Southern Africa Country Offices’ Education staff and other relevant partners

Payment Schedule
Payment will be made upon the satisfactory quality deliverables as scheduled and as described in the previous section.
Desired competencies, technical background and experience
- Degree (or equivalent) in the areas of organisational systems, knowledge management, change management, programme management and/or business management
- A minimum of 2 years of experience in knowledge management related tasks
- Knowledge of the education sector
- Excellent organization skills, attention to detail, and ability to contribute to a team
- Excellent written and oral communication skills in English required
- Excellent interpersonal and networking skills
- Proven ability to innovate and see impact in innovations
- Ability to work independently and respond to feedback in a timely and professional manner
- Experience in ESAR region would be an asset.
Administrative issues
The ESARO Education section will provide access to information and country level contacts and will be accessible via email or in person throughout the contract period. Progress meetings will take place virtually or face-to-face at least once every month.
According to UNICEF rules, the consultant will be responsible for travel arrangements related to this Terms of Reference. As such, applicants are requested to include their return travel to Nairobi for the period of the consultancy (ie one return flight) and any set-up costs. Note that due to the length of this consultancy, a per diem will NOT be provided.
The consultant will be situated in UNICEF ESARO’s Nairobi office. The consultant will have access to UNICEF office space and facilities, but be expected to use their own laptop and cell-phone.
Conditions
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary. The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
UNICEF reserves all copyrights on material, including data analysis, documents, photographs and graphic designs. No data or findings can be published without the permission of UNICEF and any publications arising from the work will be co-authored with UNICEF staff. The use of UNICEF material for any purpose, including repackaging in hard copy or compilation for CD-ROM or any other electronic media, is prohibited unless prior written permission is obtained. The unauthorized use of the UNICEF name and logo is against international law and is expressly forbidden.
Risks
The consultant is expected to initiate a complex set of new knowledge management functions. There is a risk that the ESARO Education Section is overburdened and unable to take them on. The risk will be managed by ensuring time is allocated to the training of the ESARO Education Section.
