On Monday morning Chief Justice Willy uncovered massive corruption when he made an impromptu visit to the traffic courts which have been operating in Nairobi since 2014.
The CJ discovered a cartel comprising of security officers and brokers who pocket thousands of shillings daily from the unsuspecting motorists.
The cartel has fake receipts which they issue to the motorists once the fines have been settled. They then pocket the money and set the motorists free; the money collected from motorists never reaches the Judiciary
Dr Mutunga said majority of those who attend courts are those who refuse to bribe the officers in the mobile courts.
He said that, in future, courts shall process the payment of traffic fines in open courts in order to prevent the officers from engaging in corruption
