Reporting to the Monitoring and Reporting Specialist, the Monitoring and Reporting Analyst will provide support to the Regional Office (RO), Country Office (CO)/ Multi Country Office (MCO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

 

Duties and Responsibilities

Provide guidance and support to country offices and multi country offices in the incorporating monitoring and reporting into programme formulation:

  • Support Country Offices and Multi Country Office in the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Support the inclusion of inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Support the development of the annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Support the clearance of donor agreements and Programme Cooperation Agreements with CO/MCO.

Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:

  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Support in drafting and monitoring the CO/MCO’s Monitoring, Evaluation, and Research Plan.

Provide guidance and support to CO/ MCO in the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Support the process of the CO/MCO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Support drafting donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Support CO/MCO’s in reviewing progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Provide technical support to the CO/MCO in the implementation the UN Women Evaluation Policy:

  • Coordinate the implementation of UN Women’s Evaluation plan in the CO/MCO;
  • Provide guidance to programme staff on evaluations;
  • Ensure communication between the MCO/CO and RO regarding Evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

Contribute to knowledge building and capacity building:

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the region/ country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

  • Timely and quality technical support to the programme team and partners in CO/ MCO’s in line with work plan;
  • Quality and timely support development and review of systems for tracking/monitoring;
  • Timely submission of quality and accurate reports;
  • Quality support to Evaluation processes, including timely coordination of mission.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies is required.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of French is an asset.

The Driver provides reliable and safe driving services to the UN Women Operations and Program Staff and other high-ranking UN officials and visitors ensuring the highest standards of discretion and integrity, sense of responsibility, and excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, confidentiality, tact and ability to work with people of different national and cultural backgrounds.

Reporting to the Operations Manager, the Driver can be also required to provide driving services to the operations and programme staff in the Office, consultants and experts and UN staff on mission. The Driver will provide basic administrative and clerical support to the UN Women Regional Office.

 

Duties and Responsibilities

Provide reliable and secure driving services:

  • Drive office vehicles for the transport of authorized personnel;
  • Deliver and collect mail, documents and other items to Government – Offices/Embassies/Commercial Establishments/ UN Offices;
  • Meet official personnel and visitors at the airport, including visa and customs formalities arrangements when required;
  • Verify that all passengers wear seatbelts at all times in the vehicle;
  • Ensure all immediate actions required by rules and regulations are taken in case of involvement in accidents;
  • Ensure vehicle comply with the Minimum Operating Security Standards (MOSS).

Provide proper use of vehicle:

  • Ensure cost-saving by driving responsibly;
  • Maintain daily vehicle logs, daily mileage, gas consumption, oil change, servicing, greasing, repairs;
  • Provide inputs to preparation of the vehicle maintenance plans and reports.

Provide day to day maintenance of the assigned vehicle:

  • Ensure that the official vehicle is kept clean and is always in good working condition;
  • Make minor repairs and make arrangements for major repairs;
  • Change oil, check tires, lights horn, clutch and brakes and wash car regularly;
  • Ensure that vehicles comply with Minimum Operating Security Standards (MOSS).

Maintain and ensure availability of all required documents/supplies:

  • Maintain and ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle;
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

Provide general administrative and logistic support as needed:

  • Assist office staff in filing, photocopying and maintaining required records;
  • Assist in the mailing and distribution of publications and payments of bills, as required.
