Specific Duties and Responsibilities:
Responsible for the enforcement and ensuring compliance of County legislation and policies to County
Chief Officer Public Service Management.
Specifically the Officer will;
- Overall coordination, management and administration of Enforcement and compliance of County legislation and policies.
- Inspection of enforcement and compliance of trade permits, and other related standards as prescribed from time to time.
- Ensure protection of County property and strategic installations, exit and entry barriers in the County.
- Development, implementation and evaluation of enforcement and compliance strategies and policies in the County.
- Mapping all areas in need of enforcement services.
- Enforce all County laws and other relevant legislation
- Facilitate prosecution and defense in liaison with relevant state organs.
- Provide mutual aid and assistance to other law enforcement agencies as requested and/or circumstances dictate.
- Conduct inspections in the County installations to ensure the assets are secure; collected and maintains evidence; writes incident reports; responds and testifies in court as may be required.
- Promotion of national values, principles of good governance as outlined in Article 10 and 232 of the Constitution of Kenya; and
- Any other duty as may be assigned by County Chief Officer.
Requirement for Appointment
- Be a Kenyan Citizen.
- Must have a first degree in Social Sciences from a University recognized in Kenya.
- Master’s degree in the relevant discipline will be an added advantage.
- Must have served as assistant Senior Superintendent of Police in the police service or military or its equivalent in the Military or Security Agency, for not less than Five (5) years.
- Demonstrate a high degree of professional and technical competence as reflected in work performance and results.
- Be conversant with policy formulation and implementation in security and enforcement.
- Be a strategic thinker and result oriented.
- Demonstrate a thorough understanding of devolution, County development objectives and Vision 2030.
- Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity.

Duties and Responsibilities:
The Director will be answerable to the County Chief Officer Finance and planning.
Shall be Head of fiscal planning at the County Government. Has responsibility over the preparation and implementation of:
- County Integrated Development Plan (CIDP).
- Development of County Budget Review and Outlook Paper (CBROP).
- Preparation of the budget and related budgetary execution documents.
- Monitoring and evaluation of plan implementation.
- Any other duty allocated by the County Chief Officer of Finance and Economic Planning.
Requirements
- Be a Kenyan Citizen.
- Be a holder of a degree in Economics from a recognized University.

Reports to the County Audit Committee functionally and administratively to the Chief Officer, Finance and Planning.
DutiEs and Responsibilities
- Develop risk management framework for the county government conducts risk assessments and identifies controls in place to mitigate identified risks.
- Develop the County Audit Charter.
- Performs audit procedures to verify that controls are operating through testing and interviewing techniques.
- Analyses and concludes on effectiveness and efficiency of control environment.
- Identifies control gaps and opportunities for improvement.
- Documents the results of audit work in accordance with audit department and the Institute of Internal Auditors (IIA) standards.

Requirements

DUTIES AND RESPONSIBILITIES:
Reporting to County Chief Officer Education & youth Empowerment
- Reporting to Chief Officer, Education & ICT, the Officer will:
- Develop, coordinate, review and implement ECDE policies;
- Prepare, implement and review the strategic plan, annual work plans and periodic reports in the Department;
- Manage and oversee the implementation of the ECDE program in the County;
- Mobilize resources for ECDE projects and programmes;
- Develop partnerships with various stakeholders to improve status and management of ECDE Centers;
- Co-ordinate and provide technical support to stakeholders and partners in mainstreaming ECDE;
- Promote awareness on early childhood needs and demands to local communities and parents;
- Prepare ECDE strategies; by giving technical advice and guidance to ECDE assistants;

REQUIREMENTS FOR APPOINTMENT

- Assess organizational and performance gaps within the different programs and report on corrective actions needed
- Assist Chief Officer Governor’s Office/County Secretary, HODs and other officers in the formulation of baseline measures and targets, during writing and set up of donor project proposals as well as throughout project
implementation
- Formulate and implement key performance indicators (KPI) and deliverables for both new and established projects and monitor them throughout the duration of the projects

DUTIES & RESPONSIBILITIES
- Designs, implements, coordinate, and direct activities related to specific projects.
- Analyzes data in relation to policy questions and study purposes; creates statistical tables and graphic displays.
- Writes comprehensive reports and makes oral presentations explaining research findings, implications, and applicability.

DUTIES AND RESPONSIBILITY:
The Deputy Director of Administration works to improve processes and policies, manage administrative staff, and lead long term organizational planning. Specific responsibilities include:
- Manages daily County operations, negotiates contracts, manages vendor relationships, develops and oversees office standard operating procedures.
- Oversees network administration, manages phone system and evaluates information systems.
- Manage Administrative Staff: including front of office, and travel coordination.
- Coordinates the implementation and operation of County’s strategic plan.

- To coordinate all activities of E-learning program
- To prepare strategic and operational plans for the Information communications Technology (ICT) department to ensure that all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of short- term and long-term goals of the County.
- To manage and provide oversight for the implementation of an ICT Projects, systems, security strategies and disaster recovery plan that minimizes the risk of data loss; ensure cyber security protection
- To ensure development, implementation and maintenance of all policies related to ICT services, including procurement, distribution and asset management;
- To develop and manage the planning and budgeting for the ICT services Department;
- To develop sourcing strategy to ensure appropriate procedures are in place to select equipment and services vendors
- To oversee the implementation and maintenance of technology infrastructure in line with RMI growth plans, and changing business requirements or technological advancements;

- Bachelors’ Degree in Information Systems, Computer Science, Information Technology,
Computer Engineering.
- 8 years working experience in managing a large Government or corporate IT department and Certifications in A+, N+ is required, Certification in CCNA, MCSE, MCSD, MCTs(NET), LAMP/WAMP Framework or MCITP are an added advantage.
- Senior Management Course from the Kenya School of Government lasting not less than a month or any other recognized institution.

DUTIES AND RESPONSIBILITIES:
Reporting to the Chief officer Governor’s office.
- Participate in delivering and arranging for appropriate pastoral care to patients/residents, their loved ones and staff in specific areas of the County, to the whole County, or to particular faith groups as assigned.

- Must be eligible for, certified by and in good standing with the Association of Professional Chaplains.
- This certification requires a college degree, a master’s level theological degree or equivalent, clinical training in chaplaincy (at least 4 units of CPE), ordination or commissioning for ministry by a recognized religious group, a current endorsement for chaplaincy by a recognized religious group, and appearance before a national certifying commission for assessment of competency.
