The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment is an Accredited Entity of the Green Climate Fund (GCF). To strengthen this partnership with the GCF, UN Environment is seeking a Programme Officer who will be based in Corporate Service Division at the Nairobi duty station and will assist the GCF Coordinator in performing the coordination functions with the Green Climate Fund. Under the supervision of the Green Climate Fund Coordinator, the incumbent will be responsible for the following duties:
Responsibilities
- Participates in the development, implementation and evaluation of the Green Climate Fund programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Participates in developing strategic partnership with the Green Climate Fund.
• Analyzes and presents information related to the Green Climate Fund portfolio and develop and maintain the database and registry of the UN Environment projects funded from the Green Climate Fund.
• Assists in Green Climate Fund policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
.• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; drafts and makes presentations on assigned topics/activities.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education
Advanced university degree (Master’s degree or equivalent) in Environmental studies, climate change, business administration, management, economics or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Experience in resource mobilization with diverse partners is an added advantage.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Working experience in projects funded from the Green Climate Fund and Global Environment Facility is highly desirable.
Languages
Fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
