DIMENSION OF THE ROLE

The project is seeking someone to strengthen capacity in data management at county levels on Health Information Systems integrated in the DHIS2: LMIS, CHIS, CAPR and IDSR. The specific areas of interventions are outlined below:

Accountabilities

  1. Community AIDS program Reporting (CAPR)
  1. Conduct sensitization on the CAPR reporting platform to targeted system users from the identified NGOs/FBOs/CBOs (with capacity) and SCACCs to build their skills to be able to utilize the system for various data management functions
  2. Provide technical assistance to NACC at the at the regional and sub-county levels to produce monthly HIV summaries targeting County Director of Health, County HIV committee members, HIV program officers, NGOs/FBOs/CBOs
  3. In close collaboration with the CASCOs and NACC officers at county level conduct regular data review meetings to discuss quality and use of CAPR data.
  4. Conduct cross indicator concurrency analysis
  5. Support the CDoH to scale use of CAPR information in various county structures such as the M&E TWG, CHMT and the HIS unit

 

Community Health Information System (CHIS)

  1. Sensitization, mentorship and OJT for SCCHSFP, CHEW, CHA on CHIS tools
  2. Conduct semi-annual RDQA for CHIS and support the Community services focal persons to track DQI plans during data review and other forums
  3. Carry out quarterly data review at county level
  4. Support the CDoH to scale the CHIS agenda in various county structures such as the M&E TWG, CHMT and the HIS unit
  5. Generate CHIS information products and disseminate in various forums such as TWGs, LDG group and stakeholder forums

 

Logistics Management Information systems (LMIS)

  1. Conduct LMIS training and mentorship for the SC pharmacists and HRIOs using the trained county pharmacist
  2. Integrate LMIS commodity reviews during the program specific data reviews.
  3. Support the CDoH to scale the LMIS agenda in various county structures such as the M&E TWG, CHMT and the HIS unit

Integrated Disease Surveillance Reporting (IDSR)

  1. DHIS2 training to disease surveillance officers.
  2. Sensitization on DQA protocol & the 2016 revised tool among the surveillance officers
  3. Conduct data alignment within DHIS2 data set and IDSR data set towards improving data quality in the two data systems
  4. Conduct integrated DQAs, include specific IDSR indicators
  5. Conduct mentorship and follow up vists for the disease surveillance officers in data management process and analytics
  6. Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Deliverables

  1. An inception report within the first 3 days detailing the interpretation of the SOW.
  2. Data system specific work plans and activity reports
  3. Training and mentorship reports
  4. Monthly reports on data systems interventions
  5. Quarterly progress report for the Data systems strengthening activities.

NB: The proposed LOE for this short term position is 60 working days. The successful candidate will be required to discuss the inception report and agree on the scope of work before stating the assigned task.

Technical expertise, skills and knowledge

  • A Master’s degree in the public health, Epidemiology, Social statistics, computer science or a related field medical field
  • At least 10 years’ experience in of HIS/M&E and health system strengthening in Kenya
  • Experience working with the Ministry of Health at either national or sub national level.
  • Ability to work with decision makers and stakeholders to identify issues and generate actionable recommendations; analyze and package strategic information for a variety of audiences such as policy makers, programmers and members of the public
  • Prior knowledge in abstracting and analyzing DHIS2 and its sub systems data, KDHS, MICS, KSPA and any other health datasets at county level.
  • Excellent verbal, interpersonal and written communication skills
  • Strong analytical, problem-solving and decision making capabilities
  • Team player with the ability to work in a fast-paced environment
  • Strong skills in stakeholder engagement and consensus building
  • Availability from Oct 2018 – Feb 2019.
