For appointment to this grade a candidate must have:

  • served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Commissioner for Refugees Affairs, CSG 6 or in a comparable and relevant position in the wider Public Service;
  • a Bachelors degree in any of the following disciplines: Public Administration, Sociology, Anthropology, Political Science, Business Administration, Human Resource Management, International Relations or equivalent qualification from a university recognized in Kenya;

Duties and Responsibilities

Duties and responsibilities at this level will include:-

  • formulating, implementing and reviewing refugee policies and programmes;
  • coordinating the implementation of the Department’s strategic plans and realization of its objectives;
  • providing advice on the care and welfare of refugees and the rehabilitation of refugee hosting areas;
  • issuance of refugee status determination, decisions and relevant protection related documentation;
  • overseeing the processing of applications for refugee status;
  • providing facilities and services for the protection of refugees and asylum seekers;
  • promoting durable solutions for refugees granted asylum in Kenya;
  • maintaining appropriate registration and documentation system for all refugees in Kenya;
  • ensuring that refugee economic and productive activities do not have a negative impact on the host communities, natural resources or the local environment;
  • recommending for prosecution of persons suspected of committing an offence under the Refugee Act 2006;
  • approving applications for people wishing to visit refugee camps; and
  • facilitating safe return of Kenyans living in other countries as refugees

For appointment to this grade, a candidate must have:-

  • a Bachelor of Medicine and a Bachelor of Surgery (M.B; Ch.B.) degree from a university recognized in Kenya;

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities shall include:-

  • carrying out regular and systematic inspection of workplaces and employers’ records to ensure compliance with the provisions of the Occupational Safety and Health Act, Work Injury Benefits Act and all applicable subsidiary legislations;
  • undertaking investigation of accidents, dangerous occurrences and occupational diseases and recommending remedial measures;
  • instituting legal proceedings in cases of contraventions of the Occupational Safety and Health Act and Work Injury Benefits Act;
  • monitoring, evaluating and controlling of environmental hazards in the workplaces;
  • processing of application for registration of work places and employers under Occupational Safety and Health Act and Work Injury Benefits Act respectively and processing of work injury benefits claims;
  • carrying out medical examinations;
  • documenting the presence and use of first aid services and occupational health in the workplace, manning occupational health clinics;
  • carrying out counseling services on basic occupational health issues;

For appointment to this grade, a candidate must have:-

  • a Diploma in any of the following fields:- Applied Sciences (Chemistry, Analytical Chemistry, Industrial Chemistry, Biology), Food Science and Technology or Medical Laboratory Technology from a recognized institution;
  • a registration Certificate issued by the Kenya Medical Laboratory Technicians and Technilogists Board (KMLTTB); and

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

  • decontaminating working benches;
  • receiving and scrutinizing laboratory requisition forms and specimens for accuracy;
  • preparing clients for collection of specimens;
  • receiving, collecting, labeling and registering specimens;
  • disaggregating specimens for processing and analysis; and
  • performing routine diagnostic tests.

RADIOGRAPHER III – FOUR (4) POSTS – V/NO. 181/2019 Basic Salary Scale: Ksh. 24,580 – Ksh. 32,760 P.M. (Grade CSG 12)

Terms of Service:    Three (3) years contract, renewable subject to satisfactory performance

For appointment to this grade, a candidate must have:-

  • a Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics; and
  • a Diploma in any of the following: Diagnostic Radiography/Medical Imaging Sciences, ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent and relevant qualification from a recognized institution.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

  • providing radiographic services to the patients;
  • processing, verifying and maintaining information relating to patients; and
  • ordering and maintaining records of radiographic and photographic supplies

AUDIOLOGY TECHNOLOGIST III – SIX (6) POSTS     –     V/NO. 182/2019

Terms of Service:    Three   (3)   years   contract,    renewable   subject   to    satisfactory performance

For appointment to this grade, a candidate must have:-

  • a Diploma in Audiology, Clinical Audiology, Public Health Otology or equivalent and relevant qualification from a recognized institution; and
  • a membership to the Kenya Society of Audiologists.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-

  1. conducting behavioral, electroacoustic and electrophysiological measures on hearing and balance;
  2. undertaking hearing aid selection, fitting and evaluation;
  • taking ear impressions;
  1. conducting clinical vestibular assessment and interpreting results;
  2. educating clients on the use, care and maintenance of hearing aids and accessories;
  3. carrying out vestibular rehabilitation for patients with hearing and imbalance disorders; and
  • collecting and compiling audio logical data.

LABOUR OFFICER II – FIFTY SIX (56) POSTS                            V/NO. 183/2019

STATE DEPARTMENT FOR SOCIAL PROTECTION

ASSISTANT SIGN LANGUAGE INTERPRETER – ONE (1) POST. V/NO. 191/2019

Basic Salary Scale:  Ksh. 24,580 – Ksh. 32,760 p.m.                                        (Grade CSG 12)

Terms of Service:        Three (3) years contract, renewable subject to satisfactory performance

For appointment to this grade, a candidate must have:-

  • a Diploma in the following disciplines; Communications, Sociology, Deaf Studies, Linguistics, or equivalent qualification from a recognized institution; and
  • a certification from a recognized interpreter certification body.

Duties and Responsibilities

This is an entry grade for this cadre. An officer in this grade will be required to work under the supervision and guidance of a more experienced officer. Duties and responsibilities shall include:-

  • performing a wide variety of Kenyan Sign Language (KSL) interpretation in a variety of settings which includes all departments, staff meetings, field trips, workshops, trainings, seminars, conferences, and events, and other organizational settings;
  • obtaining and reviewing the material containing the information to be interpreted and conduct research on technical information or complex information to gain an understanding of what will be interpreted;
  • promoting direct communication between the Deaf, Deaf blind, Hard of hearing and others;
  • interpreting sign to voice in the manner in which the expression is presented;
  • maintaining confidentiality as required by State Department and the Sign Language Interpreter code of conduct;
  • anticipating needs and assisting in arranging an accessible environment prior to special events;
  • maintaining sensitivity and respect for cultural and linguistic differences observed in the Deaf, Deaf-Blind and hard of hearing communities; and
  • maintaining confidentiality in all interpretation settings and safeguards confidential files on sign language interpreter teams’ issues.

DIRECTOR, SOCIAL REHABILITATION- ONE (1) POST.V/NO. 192/2019

Basic Salary Scale:  KShs.132, 000 – KShs.195, 410 p.m.                                             (Grade CSG 5)

For appointment to this grade, an officer must have:-

  • served for a minimum period of fifteen (15) years, three (3) of which must have

been in the grade of Deputy Director, Social Rehabilitation, grade CSG 6 or in a comparable and relevant position in the wider public service;

  • a Bachelors degree in any of the following disciplines:- Sociology, Social Work, Social Psychology, Gerontology, Education, Anthropology, Community Development, Public Administration, Business Administration, Rehabilitation

Studies, Counseling, Economics, Gender Studies or equivalent qualification from a university recognized in Kenya;

  • a Masters degree in any of the following disciplines:- Social Work, Psychology, Gerontology, Education, Anthropology, Counseling, Demography/Population Studies, Economics, Gender Studies, Development Studies, Community Development, Project Planning, Policy Studies or equivalent qualification from a university recognized in Kenya;
  • certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution; and
  • demonstrated proven professional, managerial and administrative competence in social rehabilitation functions.

Duties and Responsibilities

An officer at this level will be responsible to the Secretary, Social Rehabilitation for effective administration and management of Social Rehabilitation Function. Duties and responsibilities at this level will entail:-

  • formulating and coordinating implementation and review of social rehabilitation policies, strategies, guidelines, procedures and programmes;
  • collaborating and cooperating with communities nationally, regionally and internationally on street families rehabilitation;
  • advocating and lobbying street family rehabilitation matters at national, regional and international fora;
  • overseeing development  of  capacity  building  programmes  for  partner

institutions; monitoring implementation of the framework for quality assurance; (v) coordinating for psycho-social support programmes at rehabilitation centers;

  • approving funding for street families partner institutions; mobilizing resources for street families rehabilitation programmes;

(vii)  coordinating rescue, rehabilitation and reintegration of street families;

(viii) coordinating the provision of vocational and life skills for the street families; and

  • development, implementation and realization of the Department’s strategic plans and objectives.

DEPUTY DIRECTOR, SOCIAL REHABILITATION -TWO (2) POSTS – V/NO.193 /2019

  • a Masters Degree in any of the following disciplines:- Social Work, Psychology, Gerontology, Education, Anthropology, Counseling, Demography/Population Studies, Economics, Gender Studies, Development Studies, Community Development, Project Planning, Policy Studies or equivalent qualifications from a university recognized in Kenya;
  • certificate in Strategic Leadership Development Programme lasting not less than

six (6) weeks from a recognized institution; and

(v)     demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities

Duties and responsibilities at this level will include:-

  • developing, disseminating and reviewing street families rehabilitation policies, strategies, guidelines, procedures and programmes;

(ii)    developing capacity building programmes for care givers in partner institutions;

  • interpreting data for policy development and developing framework for quality assurance;
  • promoting collaboration and cooperation with communities nationally, regionally and internationally on street families rehabilitation;
  • advocating and lobbying street family rehabilitation matters at national, regional and international fora;

(vi)    ensuring maintenance of data on street families;

(vii) conducting public awareness on the plight of street families; and (viii) promoting research on street families rehabilitation.

OFFICE OF THE ATTORNEY GENERAL AND DEPARTMENT OF JUSTICE

CHIEF STATE COUNSEL – NINE (9) POSTS                 V/NO.194/2019

Basic Salary Scale Ksh.132, 000 – 195,410                                              (Grade CSG 5)

Terms of Service: Permanent and Pensionable or Local Agreement

For appointment to this grade, a candidate must have:-

  • a minimum service period of fifteen (15) years, one (1) of which should have been in the grade of Deputy Chief State Counsel, CSG 6 or in a comparable and relevant position in the wider public service;
  • a Bachelor of Law degree (LLB) from a university recognized in Kenya;
  • a Post Graduate Diploma in law from the Kenya School of Law;
  • been admitted as an Advocate of the High Court of Kenya; and
  • demonstrated professional and administrative competence

Note: Possession of a certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution; and a Masters degree in Law or relevant Social Science from a university recognized in Kenya will be considered as an added advantage.

Duties and Responsibilities

An officer at this level will be deployed to head either a Legal Department/Divisions/Regional Offices within the Office of the Attorney General and Department of Justice or to any Government Ministries/State Departments. Duties and responsibilities at this level will include:-

  • administration of  civil  registry,  allocation  of  case  files,  legal  advice  to  and undertaking litigation on behalf of National and County governments, undertaking arbitrations, asset-tracing and recovery/debt collection;
  • drafting and reviewing complex documents, contracts and international agreements;drafting of complex bills and subsidiary legislation;
  • providing legal advice and opinions to Ministries/State Departments and State
  • preparation of statutes for revision and publication of the annual supplement to
  • overseeing and coordinating administration of Estates and Trusts in Head Office as well as Regional offices;
  • oversee and co-ordinate legal functions, property management and conveyance and co-ordinate Ex-Officio Agents;
  • carrying out in-house settlement of disputes;
  • prosecuting matters before the Disciplinary Tribunal and handling alternative dispute resolution;
  • undertaking duties of an Official Receiver or Deputy Registrar;
  • supervision of registries including companies, business names, societies, coat of arms, marriages, divorce and adoptions;
  • signing of statutory documents and issuing gazette notices;
  • initiating research on emerging legal issues, preparing legal opinions and briefs; and
  • initiating policy research, formulation and reform; advising Ministries/State Departments on legal policy issues; preparing periodic/country reports and ensuring compliance with regional and international instruments, ensuring compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity.

DIRECTOR, PSYCHOLOGICAL COUNSELING SERVICES – ONE (1) POST – V/NO. 195/2019

For appointment to this grade, an officer must have:-

  • served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Director, Psychological Counseling Services CSG 6 (Job Group ‘Q/R’) or in a comparable and relevant position in the wider public service;
  • a Bachelors degree in Counselling Psychology, Psychology (Counselling), or equivalent qualification from a university recognized in Kenya;

OR

a Bachelors degree in any of the following disciplines: Clinical Psychology, Occupational Psychology, Education Psychology, (Guidance and Counselling), Social Psychology, Sociology, Social Work from a university recognized in Kenya Plus a Diploma in Counselling Psychology or equivalent qualification from a university recognized in Kenya;

  • a Masters degree in Counseling Psychology, Psychology (Counselling) or equivalent qualification from a university recognized in Kenya;
  • a Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
    • Membership of a recognized counseling professional body;
  • demonstrated professional competence and ability as reflected in work performance and results; and
  • demonstrated a thorough understanding of national goals, policies, objectives and ability to relate to the psychological counseling functions.

Duties and Responsibilities

Duties and responsibilities at this level will include:-

  • formulating, implementing and reviewing, psychological counseling Policies, strategies and standards;
  • promoting innovations and creativity to improve psychological counseling services and address emerging issues;
  • providing technical advice on psychological counselling services and care in areas of specialization such trauma, HVCT, drug addiction, child, adolescent and adult counselling, HIV and AIDS, psychological, family and workplace counselling;
  • promoting partnerships and collaborations with other stakeholders in the provision of psychological counselling services;
  • providing guidance on psychological counselling therapeutic and treatment plans;
  • managing client referrals to specialists or other institutions for non-counselling services;
  • liaising with other professional stakeholders on psychological counselling issues and information sharing to promote health care; and
  • ensuring development and administration of psychological counselling tools and tests for clients’ assessment.

 

DEPUTY DIRECTOR, PSYCHOLOGICAL COUNSELING SERVICES- EIGHT (8)

  • served for a minimum period of fifteen (15) years, two (2) of which must have been at the grade of Principal Psychological Counselor, CSG 8 and above or in a comparable and relevant position in the wider Public Service;
  • a Bachelors degree in Counselling Psychology, Psychology (Counseling), or equivalent qualification from a university recognized in Kenya;

a Bachelors degree in any of the following discipline: Clinical Psychology, Occupational Psychology, Education Psychology, (Guidance and Counselling), Social Psychology, Sociology, Social Work from a university recognized in Kenya Plus a Diploma in Counselling Psychology or equivalent qualification from a university recognized in Kenya;

  • a Masters Degree in Counseling Psychology, Psychology (Counselling) or equivalent qualification from a university recognized in Kenya;

  • served for a minimum period of twelve (12) years, three (3) of which must have been at the grade of Principal Psychological Counsellor, CSG 8 (Job Group ‘M/N’) or in a comparable and relevant position in the wider Public Service;
  • a Bachelors degree in Counseling Psychology, Psychology (Counseling), or equivalent qualification from a university recognized in Kenya;

OR

a Bachelors degree in any of the following discipline: Clinical Psychology, Occupational Psychology, Education Psychology, (Guidance and Counselling), Social Psychology, Sociology, Social Work from a university recognized in Kenya Plus a Diploma in Counselling Psychology or equivalent qualification from a recognized institution

  • a Masters degree in Counseling Psychology, Psychology (Counselling) or equivalent qualification from a university recognized in Kenya;
  • a Senior Management Course lasting not less than four (4) weeks from a recognized institution;
  • a registration certificate from a recognized counselling professional body; and

Duties and Responsibilities

An officer at this level will be deployed in any Ministry /State Department and will be responsible for the following duties and responsibilities:

  • providing guidance and counselling services to employees;
  • conducting research in counselling and making appropriate recommendations;
  • following up on counselling development projects in the field;
  • initiating and preparing Ministerial/Departmental advisory meetings;
  • monitoring implementation and evaluation of accounting and management systems as well as guidelines for counselling;
  • providing counsellor supervision to field officers to ensure that counselling activities are conducted efficiently; and
  • promoting personal and social development appropriate to career development;
  • providing appropriate interventions to assist employees with psycho-social related problems.

  • a served for a minimum period of twelve (12) years, three (3) of which should be at the grade of Principal Human Resource Management & Development Officer, CSG 8 (Job Group ‘M/N’) or in a comparable and relevant position in the wider Public Service;
  • Bachelors degree in any of the following fields: Human Resource Management/Development, Industrial Relations, Public/Business Administration from a university recognized in Kenya
  • a Senior Management Course lasting not less than four (4) weeks from a recognized institution;
  • shown merit and ability as reflected in work performance and results;

Note:  Possession of a relevant Masters degree from a university recognized in Kenya will be considered as an added advantage.

Duties and Responsibilities

An officer at this level will be deployed to a Ministry/State Department to head a Human Resource Management and Development Unit or Deputize the Senior Assistant Director of Human Resource Management and Development. Specific duties and responsibilities at this level entails:-

  • monitoring implementation of human resource management and development

policies, rules and regulations;

  • analysing staffing levels and making proposals for succession planning;
  • analysing utilization of Human Resources and advising on proper deployment;
  • ensuring effective interpretation and implementation of human resource management and development regulations;
  • preparing reports on the administration and management of the Government Human Resource Information System;

initiating, developing, updating and maintaining human resource development data base;

  • spearheading and advising on appropriate training programmes;
  • undertaking training needs assessment and developing appropriate training plans; and
  • monitoring and evaluating the impact of training programmes on performance and service delivery.

  • a Bachelors degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Economics/Statistics, Organization Design and Development, Education, Sociology, Anthropology Government/Political Science, Public Administration or any other relevant Social Science from a university recognized in Kenya;
  • a Masters degree in any of the following fields: Business Administration, Public Administration, Human Resource Management, Human Resource Planning, Human Resource Development, Economics, Statistics, Organization Design and Development or Education from a university recognized in Kenya;
  • a Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
  • membership to a relevant professional body;
  • demonstrated professional competence especially in organizational design and structures, and managerial leadership capability as reflected in work performance and results.

Duties and Responsibilities

Duties and responsibilities at this level will include:-

  • heading consultancy teams and undertaking complex assignments in Ministries, State Departments and Agencies;
  • undertaking studies to ensure optimum and effective utilization of staff in the Public Service;
  • coordinating the development of staffing norms and modeling for optimal use of human resource;
  • undertaking job analysis and job evaluation in the Public Service;
  • designing organizational structures;
  • undertaking focused interventions to support the implementation of broad transformations including merger of Ministries, Departments and Agencies, separation of functions, expansion of functions, re-organization of functions and establishment of new departments;
  • overseeing the preparation of schemes of service and career progression guidelines;
  • following up on implementation of schemes of service and career progression guidelines; and
  • undertaking research in management consultancy and making appropriate recommendations.
