Job purpose

The Monitoring, Learning and Information Systems (MLIS) department aims to support Evidence Action’s programs by providing access to high-quality data via the implementation of our monitoring and evaluation (M&E) services. The MLIS team embodies the evidence-based nature of Evidence Action’s work and enables Evidence Action to be a cutting-edge, data-driven organization.

Associate Manager, Research and Monitoring, MLIS, is responsible for the timely delivery of high-quality monitoring and evaluation designs & systems, data management and data analysis for Evidence Action Programs across the Africa Region.

The position serves Evidence Action programs across the Africa Region, but will particularly own monitoring & evaluation design and data management and analysis for programs under the Beta, Incubator department, like Winning Start.  The position seeks a proactive individual with the ability to use data to inform program improvement. The holder of this position will interact directly with program managers and will manage one (or more) associates conducting data management and analysis.

Duties and responsibilities

Designing and Implementing Program Monitoring and Evaluation

  • Support program manager(s) in the development of a rigorous monitoring framework and processes for Beta programs
  • Ensure that throughout the life of the program, the monitoring practices are providing the specific information required to provide impact measures, foster program improvements, and meet donor requirements.
  • Develop well targeted, achievable performance targets and key performance indicators
  • Lead measurement, sampling, and survey strategy and design for Beta programs
  • Support in the design, as well as testing of all data collection instruments
  • Develop high-quality program documentation on the M&E framework of programs, including Theory of Change, sampling plan, KPIs etc.

Prioritizing Research Agenda

  • Identify, prioritize, and implement opportunities for secondary research (both quantitative and qualitative), related to specific themes identified by programs
  • Guide the development of the research design for approved research inquiries and pilots
  • Ensuring the highest standards of ethics and data security are observed by staff especially those with access to Evidence Action’s or partners’ data
  • Apply leading-edge thinking and best practice at all stages of the research process and ensure that research and evaluation outputs are delivered to the highest standards, on time and on budget

Management and Coordination:

  • Coordinate between program teams and identified verticals under the MLIS team to establish procedures and timelines for program monitoring needs.
  • Provide needed support to the different verticals on carrying out program specific tasks
  • Lead in developing and managing program work-plans and timelines with team/individual responsibilities assigned to ensure timely and high-quality deliverables for internal and external purposes;
  • Liaise with the program team(s) to ensure that activities performed in the field are consistent with the data protocols, and communicate regularly to ensure all corrections/updates from the field are accurately captured in data systems
  • Lead team meetings and debriefing on program monitoring needs and on results of program data
  • Manage one or more Data Associate/Analysts, overseeing tasks and ensuring high-quality and timely deliverables and supporting in their development of professional skills and capacities
  • Support programs in the sourcing and management of external consultants for areas of technical expertise that do not exist in the program.
  • Track  research and monitoring expenses for program teams and updating and maintaining program monitoring budgets

Leading Analysis and Data Management.

  • Identify and appropriately select innovative methods of data management & analysis that will enable actionable recommendations for Evidence Action programs.
  • Support Associate, Information Systems to build a data management framework on agreed platforms
  • Lead development and updating of data management protocols for program teams
  • Ensure that all data collection, analysis and management activities adhere to the agreed protocols
  • Ensure that  analysis scripts and outputs are well organized, reproducible, and adhere to templates to improve efficiency
  • Plan and undertake useful analysis to support programs in making data-driven decisions
  • Lead analysis design efforts and ensure that analysis outputs are technically sound
  • Share and ensure understanding of the methodology, conclusions, and recommendations of analysis efforts by program team leadership and learning and communication staff
  • Lead efforts for the development of dashboards and info-graphics to visualize results of the program

Qualifications

  • Master’s degree in economics, statistics or another quantitative field
  • A minimum of 4+ years’ experience including 2+ managing a team of researchers/analysts
  • Strong knowledge and familiarity with statistical software like Stata, Excel, R required
  • Familiarity with a range of other data processing, statistical, geospatial software packages such as CSPro, Open Data Kit, ArcGIS, etc. preferred
  • Ability to learn and adapt to new software programs as needed.
  • Experience with data visualizations and building dashboards and infographics.
  • Knowledge of data visualization tools such as Tableau will be an added advantage.
  • Work experience in entrepreneurial or start-up environments in Africa
  • Strong interpersonal and communications skills to work effectively with a team that is geographically dispersed
  • Ability to  manage and respond to varied tasks in a quick and efficient manner
  • Self-directed/self-motivating personality, with proven ability to manage demands from multiple supervisors while adhering to program deadlines and priorities
  • Strong critical and analytical thinking skills
  • Intellectual flexibility and willingness to form and adjust opinions based on evidence
  • Quick to learn, motivated to self-teach and capable of independently translating new knowledge into practice
  • Willingness to travel

Working conditions

A manager position on MLIS may involve working outside of the normal working hours, including evenings, weekends and public holidays.
